Govt prioritises plan and programmes with a vision for future: Khandu

ITANAGAR, Aug 16: Arunachal Pradesh Chief Minister Dorjee Khandu yesterday said that the state Govt has prioritized plan and programmes with a vision for future development of the state and welfare of the people.

Highlighting the various priorities of the Govt, Chief Minister said “we will guarantee health security to the people and accordingly, all BPL families will be covered by the Rashtriya Suraksha Bima Yonja (RSBY).
Disclosing that district hospital in Anjaw and Kurung Kumey districts will be established, Khandu said, all PHCs and CHCs will have functional ambulance reference services and General Hospital Naharlagun will be upgraded and expanded to a 325 bed hospital with 50 seats for Medical College.
The Govt will ensure adequate infrastructure and all subject teachers in all schools, particularly those located in remote areas, the chief minister said and added that in order to maintain quality education, the teachers will be appointed through Public Service Commission.
“We will provide 25 kg of rice/wheat per month to every family below the poverty line (BPL) @ 2 per kg either rural or urban areas”, the chief minister avowed. He said the state Govt shall establish Soochna Bhawan to fulfill the long pending demand of the IPR department and the press fraternity of the state. The chief minister said that the state Govt will provide a corpus fund of Rs 10 crore each for Sarada Mission School at Khonsa and R K Mission School Narattam Nagar, Deomali and a corpus of Rs 5 crore for Donyi Polo Hearing Impaired School at Itanagar.
The 4th IRBn will be raised to meet the increased security demand, he said.

MVFC lifts Abo Tani Cup, while Sanjay announces Rs 1 Cr
ITANAGAR, Aug 16: Model Village Football Club (MVFC) lifted the 3rd Abo Tani Cup
state level football club championship at Rajiv Gandhi Stadium beating Darko Sports
Club in a tough competition yesterday. DSC’s Tame Tara scored the first goal in the
15th minute while the equalizer from MVFC came in the 52nd minutes. Even after the
extra time, teams could not score forcing a penalty shootout in which MVFC won 4-
DSC which exhibited outstanding performance in the entire tournament also showed its dominance over MVFC but could not save the team from defeat. Though DSC got many opportunities to score but they failed to convert those into goals.
DSCs Richard Choudhury got the best goal keeper award.
Best player of the tournament was Prince Rai. Loi Kena of MVFC who scored seven goals in the entire tournament was awarded best scorer. Earlier, speaking as the chief guest, MP Takam Sanjoy assured to sanction an amount of Rs 10 lakhs for maintenance of the stadium and another Rs 90 lakh for the extension of the gallery in the stadium.
Naharlagun Bazar Welfare Committee, chairman Techi Kaso also spoke on the occasion.
The tournament was played under the observation of match officials Kipa Tachung, Kalam Pait, Tabom Saroh, Duyu Bida and Atu Ligang.
Altogether 14 teams from various clubs had participated in the tournament.
ITBP team to ski down from Mt Everest!
KIMIN, Aug 16: Union Home Minister P Chidambram flagged off the first Indian (ITBP) mountaineering and skiing expedition to Mt. Everest from ITBP headquarters at New Delhi on August 12 last.
The leader of the 28 members’ expedition team is DIG Harbhajan Singh, a renowned mountaineer.
Speaking on the occasion, Chidambram said that this attempt of ITBP will be inspiration for all Indians.
ITBP Director General Vikram Shirvastva said that the team having experienced mountaineers and skiers will certainly accomplish its mission of skiing down from the peak.
The first mountaineering and skiing expedition is being launched to Mt. Everest from August to October 2009. The attempt to skiing from the Everest top by this team will be a world record in itself.
This 28 member team has three Everesters Inspector Hira Ram, Constable Pradeep and Constable Pasang T Sherpa and two international level skiers Assistant Commandant Bhag Chand Thakur and Assistant Commandant Nanak Chand Thakur (Olympic skier).
The team has 12 climbing members and 8 skiers with one lady member Inspector Bhanita Timugapi who has participated in 16 expeditions and has already scaled 13 peaks including Mt. Kamet, Mt. Abi Gamin, Remo, Manthosa and Satopanth.
World class special equipments and clothing has been procured by ITBP for this expedition.

level event. This expedition will establish base camp at the height of 17500 ft.

Till date ITBP has scaled more then 161 national and international peaks. The ITBP mountaineers have the record of scaling Mt Everest six times in 1984, 1992, 1993, 1995, 1999 and 2006.
Sonam Palzor was the first ITBP who scaled Mt Everest in 1984. An exclusive ITBP
team under the direction of Late Hukam Singh, Additional DIG had scaled the peak
in 1992. One of its member’s Santosh Yadav again scaled the peak in 1993. In 1996
the team of 6 lead by Second-
Late Sangey Sherpa achieved the rare distinction of climbing Mt Everest for the third time in 1999. The 2006 ITBP team had 9 members and 4 Sharpas who climbed the Mt Everest under the leadership of Harbhajan Singh.
ITPB records for having 20 personnel who have scaled the peak with 4 members who have climbed twice and late Sangey Sharpa accomplished the scale thrice.
Workshop on medicinal plants & rhododendrons
ITANAGAR, Aug 16: A two day workshop on Conservation of Medicinal Plants and Rhododendrons of Eastern Himalaya in India is being organized at the North East Regional Institute for Science and Technology, (NERIST), Nirjuli, Arunachal Pradesh on August 18 and 19 next.
Biodiversity and Conservation Programme of Winrock International India is presently implementing conservation programmes on wild medicinal plants and Rhododendrons of Eastern Himalaya with support from Department of Science and Technology and National Medicinal Plant Board, Government of India.
The consultation aims at developing working schemes for wild medicinal plants in Western Arunachal Pradesh and a Conservation Action Plan for Rhododendrons.
The consultation on wild medicinal plants of Arunachal Pradesh is a follow up to the consultation held at State Forest Research Institute, Itanagar on March 30 last.
Thousands sapling planted as ‘Go Green Arunachal’ takes off in style
ITANAGAR, Aug 16: Arunachal Pradesh Governor Gen J J Singh’s vision for a greener Arunachal received a big go as huge numbers of children, teachers, citizens and government officials participated in a plantation programme despite heavy down pour at Raj Bhavan here today. The plantation was organized by Muskan society in collaboration with department of Environment and Forests, as a part of State wide programme. The Plantation programme, where more than thousands saplings were planted at Raj Bhavan is an endeavour of the Muskan Society to instill love for the nature amongst the children at tender age and also create awareness on climate changes, green house effects and other environment related issues.
You have sown gold, said Gen Singh while appreciating the people for taking part in the plantation.
Exhorting all, he urged upon the people of Arunachal Pradesh to increase the forest cover of the State from 82% to 90%. It will be our contribution towards the betterment of the society, the world and for our future generations, the Governor said. He planted Hollock and Hollong saplings on the occasion.
Placing in record his appreciation for the effort of the Muskan Society for its endeavour towards maintaining the rich green bounty of the state, the Governor said that each and every Arunachalee has the responsibility for preservation of the exotic flora and fauna of the state.
Speaking on the occasion, State First Lady Anupama Singh who also the President, Muskan Society urged upon the people to plant a tree and join in the fight against global warming and pollution caused by carbon dioxide emissions.
Over the last 10 years, forest cover has diminished by 2.4 per cent worldwide. All plants release oxygen and absorb carbon dioxide in order to survive and in so doing help cleanse the atmosphere. A hectare of mature forest absorbs the equivalent of year’s worth of carbon dioxide emissions from 250 cars, she justified.

Large numbers of saplings, including Teeta Champa and Hollong which are found in the foothills to middle belt of the Arunachal Pradesh to Hollok trees of Tirap, Changlang and Lohit areas were planted on the day.
Rudrask, timber valued trees like Bogi Poma, Lali Poma and Jamun, medicinal trees like Arjun and Camper, multiple uses trees like Kanchan and flowering ones like Gulmohar in addition to much valued species like Azar were also planted by the participants in the Raj Bhavan Complex. Trinamool Congress sets eye on Arunachal
Itanagar, Aug 16: The Trinamool Congress (TMC) led by its firebrand leader Mamata Banerjee is all set to spread its wing in Arunachal Pradesh by fielding candidates in the forthcoming Assembly elections due in October this year.
“Union minister and TMC general secretary Mukul Roy is scheduled to attend a public meeting here on August 23 next for giving a final shape to the decision”, vice chairman of Nefa Indigenous Human Rights Organisation (NIHRO) Domin Loya told a press conference here this morning.
Loya, who is also the former All Arunachal Pradesh Students’ Union (AAPSU) general secretary, informed that he had resigned from the post of general secretary cum spokesman of the Arunachal Congress (AC), a regional party, following betrayal by its leaders in carrying forward the aspiration of the people of the state on the right path of development.
On the fate of regional parties in the state Mr. Loya commented that the existence of such parties was more dependent on the whims and fancies of the political leaders who may anytime opt to join the national parties at the throw of a hat.

At the present time when the selection of headquarter for the prospective Lower Siang is mired in controversy, it is feared that personal bias rather than sound judgment of the bureaucratic/political power players may become key factors in influencing the final decision. Going by the nature of the controversy, the dilemma of those at the helm of affairs is well understood ; but bold decisions based on sound political judgment is the need of the hour.

Driven by personal bias and sheer jealousy, some people from other districts are unnecessarily poking their noses into the affair and directly/indirectly opposing the creation of Lower Siang with Likabali as its headquarter. To state the obvious, it is a matter that solely rests between the concerned people and the government. Others who are unaware of the local problems and needs should better mind their own business.

The basic need for creation of a new district emanates from the fact that people expect the optimal benefit of development to reach them without much struggle. It is sometimes impossible or quite inconvenient on the part of the district administration to effectively communicate and take care of the needs of those villages/circles that are located far removed from their district HQ. The people of such areas may fail to see the light of the much trumpeted development the government has to offer. The changes in the rate of literacy and development usually take a perceivable slow pace of movement.

However, if the rumour is to be believed, selecting Basar, which is only 45 km away
from Aalo, as the permanent HQ of the new district does not seem to be a favorable
indication in ameliorating the communication hardships being faced by the people
of Kangku, Likabali, Gensi and Nari-
From the environmental health point of view, it would be the most welcome step to
house the HQ safely away from all major and important rivers of the new district
since rivers are home to aquatic life and source of clean drinking water for both
human and non-
Therefore, it would be a blessing, especially for the entire populace of the foot-
To add, the proposal for a more appropriate name for the new district acceptable to all for adoption is a good idea.

Payeng does not have to right to speak on our behalf
Madam,
The news item under the headline "Mara deserves to be candidate" published in your local daily on 14/08/09 has compelled me to express my resentment over the statements of former MLA Tara Payeng.
Tara Payeng does not have the right to represent the entire population of 23rd ST Taliah Assembly Constituency to appeal for candidature of any individual.
He should realize his own locus Standi as leader of the area and numbers of people behind him in his support. He should take peoples confidence before publishing such appeal in Media.
The appeal made by Tara Payeng who contested last Assembly Election and could gathered only 93 votes and only 13 votes while contesting last Panchayat election for ZPM bears no weightage.
He should also collect and compile all relevant facts and figure of Punji Mara before releasing any statement on his track record.
Most interestingly, Tara Payeng is unaware of the facts about Mara who was elected as Independent Legislature in the year 1994 and joined INC. Subsequently he played vital role in formation of Arunachal Congress Party by toppling then ruling INC govt. Since then he remains as active worker of AC party till 2004.
Therefore sincerity and dedication of Mara towards the INC party as claimed by Tara Payeng is false and baseless.
Hence, Tara Payeng should not publish such articles in the media with an intention to mislead the people and PEC (INC).
